Highlights from around the Texas Capitol Wednesday

The Texas Senate, facing its own budget shortfall of at least $15 billion, on Wednesday passed a resolution urging Congress to propose a constitutional amendment to balance the federal budget.

If Congress doesn't do that by the end of the year, the resolution requests other states join Texas in calling a constitutional convention. Two-thirds of all the states would have to agree to hold such a convention, which has never been done.

Sen. Steve Ogden, chair of the Senate Finance Committee and author of the resolution, called the federal debt of $14 trillion "a clear and present danger to our republic."

Ogden, a Republican from Bryan, said Texas and other states should take the power granted in the Constitution to pressure Congress to make the change.

Gov. Rick Perry had designated the resolution an emergency item for the Legislature. It passed the Senate on a 24-7 vote. The House has not yet taken up the resolution.

Texas passed a similar resolution in 1977 and several other states have done the same in previous years.
