Notice to banks of the intention of Hopkins County to select a County Depository at the regular meeting of the Commissioners’ Court convening May 26, 2009, at 10:00 am. To all banking corporations, associations or individuals banking in Hopkins County: Sealed applications, addressed to Cletis Millsap, Hopkins County Judge, Hopkins County Courthouse, 118 Church, Sulphur Springs, Texas 75482, will be received on or before 10:00 am,  Monday, May 18, 2009, for the selection of a County depository(s) for the public funds of Hopkins County. Each applicant shall state the amount of paid-up capital stock and permanent surplus of the institution and shall furnish a statement showing the financial condition of same at the date of application. The application shall be accompanied by a certified check for $50,000.00 as a guarantee of good faith on the part of the bank. The institution selected as the County depository will enter into a bond as required by law.

The Como-Pickton Consolidated Independent School District (CISD) is soliciting requests for competitive sealed proposals for the Electrical Upgrades to Como-Pickton Junior High School, Como-Pickton CISD per the specifications stated elsewhere in this solicitation document.

Proposals will be received at Como-Pickton CISD Administration Building until Bid/Proposal time at which time they will be publicly opened. Sealed proposals shall be submitted in an envelope marked on the outside with the offeror’s name and address, Electrical Upgrades to Como-Pickton Junior High School, Como-Pickton CISD. Proposals must be submitted in sufficient time to be received and time-stamped at the above location on or before the published proposal date and time shown on the RFP. Como-Pickton CISD nor Estes, McClure & Associates, Inc. will be responsible for delivering mail from the post office. Proposals received after the published time and date cannot be considered. Faxed proposals or e-mail proposals will not be accepted.

Offerors must submit proposals in the form specified together with any material required by any addendum to this RFP by the time and date specified. All proposals must remain open for ninety (90) days from the proposal date pending acceptance by Como-Pickton CISD.

Delivery of Proposal envelope to other departments within Como-Pickton CISD is not considered as delivery to the administration building.

Drawings and specifications may be examined at the Engineers’ Office; Como-Pickton CISD, and Quoin/AGC/iSqFt Plan Room, 3304 S. Broadway, Suited 106 Tyler, Texas 75701 (Phone 903-593-9993).

Copies of the above Bidding documents may be obtained from J&S Blueprint, 326 South College, Tyler, Texas 75702 (Phone: 903-592-0399), in accordance with the Instructions to Bidders upon the deposit of $150.00 for each set of documents. Two set maximum will be issued to each General Contractor. Make checks payable to Estes, McClure & Associates, Inc., 3608 West Way, Tyler, Texas 75703. Only deposits of bonafide bidders/proposers who actually submit a proposal will be returned as noted in the specifications. The shipping and/or postage expenses of the plans and specifications shall be at the proposer/bidder’s expense.

Bid Security in the amount of 5% of proposal must accompany each proposal in accordance with the instructions to Proposers. The successful proposer shall provide a Performance and Payment Bond.

Attention is called to the fact that not less than those wages adopted for Hopkins County will be paid on the project. All Contractors shall comply with prevailing wage rates in accordance with the civil statutes of the State of Texas.

By submitting a proposal, each proposer agrees to waive any claim it has or may have against the Owner, the Engineer, and their respective employees arising out of or in connection with the administration, evaluation, or recommendation of any proposal; waiver of any requirements under the Bid Documents, or the Contract Documents, acceptance or rejection of any proposal; and award of the Contract.

The Contract will be awarded to the lowest and/or best qualified responsible proposer. The Owner reserves the right to accept any of the proposals submitted or to reject any or all proposals and to waive informalities and irregularities in the proposals and in the bidding.

SELECTION CRITERIA: In accordance with Texas Education Code as amended, Como-Pickton CISD shall evaluate all proposals based on a combination of factors that the District determines provides the best value to the District including:

1. The purchase price; (70 Points)

2. The reputation of the vendor and of the vendor’s goods or services; (5 Points)

3. The quality of the vendor’s goods or services; (5 Points)

4. The extent to which the goods or services meet the district’s needs; (5 Points)

5. The vendor’s past relationship with the district; (5 Points)

6. The impact on the ability of the district to comply with laws and rules relating to historically underutilized businesses; (1 Point)

7. The total long-term cost to the district to acquire the vendor’s goods or services; (5 Points)

8. Specific experience in public schools of the scope of the proposed project; (10 Points)

9. Financial stability and strength of proposer; (5 Points)

10. Overall familiarity with district facilities and needs, pre-proposal conference, etc. (5 Points)

The Contractor shall be in the prime business as an Electrical Contractor and shall have been in business seven continuous years under the company submitting a proposal on this project. Specific related school experience is required. All Proposers shall visit the job site before submitting proposal.

The successful proposer shall be required to provide a Performance Bond and Payment Bond. The Bid Security will not be returned until these bonds are provided.

A pre-proposal conference will be held at Como-Pickton Administration Building (13017 Texas Highway 11 E., Como, Texas 75431) at 3:00 p.m. on May 18, 2009. It is highly recommended that companies submitting proposals attend.

The successful proposer shall be required to attend the pre-construction conference prior to the beginning of the work.
