The City of Sulphur Springs is accepting bids for:

Cement Stabilization Houston Street Phase 1

Bids are due on or before 10:30 AM on Tuesday, May 19th, 2009 to 125 S. Davis St., Sulphur Springs, Texas 75482. Copies of specifications are available at the Service Center, or call Jennifer Graham at (903) 885-7541.

The work will consist of furnishing all labor, materials, and equipment necessary to Cement Stabilize 6000 SY of Sub grade for Houston Street Phase 1.

The City reserves the right to reject any and all bids and to waive informalities in bidding. In case of lack of clarity in stating prices, the City reserves the right to consider the most advantageous bid thereof, or reject the bid. Qualified MWBE firms are encouraged to submit bids.

Instructions To Bidders

1. Accompanied with each bid will be a certified or cashier’s check, or an acceptable bid bond in the amount of 5% of the total bid. This bid bond may be forfeited to the City if the bidder should fail to enter into a contract within 15 days of the bid award or withdraw his bid after bids have been opened. The bid bond will be valid for ninety (90) days following the opening of the bids.

2. Each bidder will familiarize himself with the plans, specifications, contract documents, job site, all federal, state and local laws, ordinances or regulations, and conditions affecting the work.

3. The bidder awarded the contract will furnish a performance bond, equal to 100% of the total constract.

4. The bid opening and award will be open to the bidders and the public. Bids will be received by mail at 125 S. Davis St., Sulphur Springs, TX 75482 or in person at 1313 N. Hillcrest (Hwy 19 N.) at the City Service Center.

5. The City of Sulphur Springs reserves the right to reject any or all bids, and accept the lowest or best bid which, in it’s judgement is in the City’s best interest.

6. Any bid not properly marked or opened by mistake will not be considered. Any bid received after the closing time will not be considered.

7. Bids must be submitted in a sealed envelope bearing on the outside the name of the bidder, his/her address, and the name of the project. Enclosed must be the complete set of contract documents bound together as listed in the table of contents with the bid proposal completely filled out and signed.

8. Time of final completion will be within the contract time specified in the proposal.

GENERAL INSTRUCTIONS

The City of Sulphur Springs advises all bidders to carefully examine the General Instructions, Material Specifications and Standard Provisions for Annual Contracts, all of which are attached within this bid packet.

Bid proposals are due on or before 10:15 A.M., May 19th, 2009.

Bids must be sealed and marked “FLEX-BASE, AGGREGATE, BEDDING, and ROCK.”

Bids must be mailed, or delivered to: City of Sulphur Springs, 125 S. Davis St., Sulphur Springs, Texas 75482. Bids not properly marked and opened by mistake will not be considered. Bids received after the time fixed for the bid opening will be returned unopened. Alternate bids will not be considered.

All material is to be delivered and stockpiled at the City Stock Yard unless otherwise directed when orders are placed.

Material orders will be placed by telephone and a purchase order number will be issued. Bills received for payment shall display the purchase order number. No materials shall be delivered that were not specifically ordered.

The City of Sulphur Springs requires a copy of LOADING PIT TICKET WITH EACH LOAD THAT INCLUDES THE PURCHASE ORDER NUMBER. THE TICKET SHALL BE SIGNED BY A CITY EMPLOYEE AS EACH LOAD IS DELIVERED. Successful bidder MUST comply with applicable laws governing transportation and weight. No material will be accepted that is in excess of legal load limits.

All bids must be F.O.B. Sulphur Springs. Successful bidder may unload between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, excluding holidays. Delivery of materials shall begin within 24 hours after the order is placed.

The successful bidder shall have no claims against the City of Sulphur Springs for anticipated profits. If the quantity of materials to be furnished is increased or decreased from estimated use, such increase or decrease shall be paid for according to unit price established for the item.

The City of Sulphur Springs is exempt from state and federal excise taxes. An exemption certificate will be issued upon request of the successful bidder.

Asphalt Surfacing 2009-2010

Bids are due on or before 10:45 AM on Tuesday, May 19th, 2009 to 125 S. Davis St., Sulphur Springs, Texas 75482. Copies of specifications are available at the Service Center, or call Jennifer Graham at (903) 885-7541.

The work consists of furnishing all labor, materials, and equipment necessary to apply Asphalt Surface of approximately 5,000 Tons of Asphalt Plant Mix Seal and Hot Mix Overlay over two years. Other work will include wedge milling and soft spot repair.

The City reserves the right to reject any and all bids and to waive informalities in bidding. In case of lack of clarity in stating prices, the City reserves the right to consider the most advantageous bid thereof, or reject the bid. Qualified MWBE firms are encouraged to submit bids.
