Consider on first reading authorizing the issuance and sale of City of Sulphur Springs, Texas, General Obligation Refunding Bonds, Series 2012, to provide funds for the purpose of refunding outstanding obligations of the City issued for various public improvements and for paying costs of issuance of the bonds; bearing interest at the rates hereinafter set forth; prescribing the form of bonds; levying ad valorem taxes for the payment of principal and interest on the bonds; making certain other covenants of the city in reference to the bonds and the funds from which said bonds are to be paid; approving an official statement and execution of a paying agent/registrar agreement, bond purchase agreement and escrow agreement; awarding sale of said bonds, providing an effective date; and enacting other provisions relating thereto.

Miller Grove I.S.D. is attempting to identify children eligible to attend Pre-Kindergarten classes. To be eligible a child must be at least three (3) years of age, reside in the Miller Grove Independent School District, and meet one of the following criteria:

English.
2. Be educationally disadvantaged.
3. Be homeless as defined by law.

The City of Sulphur Springs, Texas is accepting sealed proposals for its’ health insurance benefit program. The City of Sulphur Springs health insurance program is partially self funded.  Proposals will be accepted for a combination package of individual specific stop loss and aggregate reinsurance coverage.  The City will use its incumbent administrator, Blue Cross/Blue Shield for all Administration services as well as the Blue Choice Network for its plan network.  The new contract year will be from 9/1/2012 to 8/31/2013.  Price must stay firm for the entire contract period.  Please bid on a 15/12 basis as well as 24/12 or paid basis.  Individual specific stop loss coverage is set at $60,000.  Alternative specific stop loss levels proposed will be considered.  Plan deductible is $2,500.  The City of Sulphur Springs will not consider a full insurance plan.   Proposal packets can be obtained at the City of Sulphur Springs Municipal Building, 125 South Davis, Sulphur Springs, Texas, Office of the City Secretary.  Proposals much be submitted in the format of the proposal sheet.  Sealed proposals are due on or before 11:00 am on Tuesday, July 24, 2012, at the Sulphur Springs Municipal Building, Office of the City Secretary.  Please real all general information and specifications.  The City will only consider direct reinsurance contracts, not managing general underwriter contracts.  Stop loss carrier must at the time of the submitted proposal:  1.  Assume 100% of the risk of its proposal, 2.  Guarantee a renewal, 3.  Guarantee no lasering at renewal, unless it is in the City’s interest to do so. To be considered, reinsurance firms must carry an A rating A.M. Best.  The City of Sulphur Springs reserves the right to consider only those proposals which are responsive to the terms, conditions and specifications of this invitation to bid.
